Welcome to Scouts Canada's 2027 Haarlem Jamborette registration! You are about to register your group for the adventure of a lifetime in the Netherlands!

The Haarlem Jamborette is an incredibly unique international jamborette that is built entirely around the concept of fostering friendships. It is a small-scale event with around 3,500 participants from 50+ countries from all over the world! The Haarlem Jamborette is kept intentionally small in order to help make it easier to forge lasting friendships with the rest of your new HJ family!

The event was forged through the friendship of a Dutch and a UK Scouter. They met at a Jamboree in the UK, and then thanks to that friendship, the Haarlem Jamborette was started in the Netherlands and is conducted entirely in English! 2027 will mark the 15th Haarlem Jamborette!!

In the spirit of friendship, the Haarlem Jamborette always welcomes you home for the next event. Returning groups are always given the first chance to register before the remaining space is opened up to new friends. As good guests, the Canadian Contingent takes our lead from our hosts, and does the same.

What are the dates?

The dates for the 2027 Haarlem Jamborette are still tentative, but right now we're looking at Saturday, July 24th (arrival day) to Wednesday, August 4th, 2027 (departure day). The optional Canadian pre-trips will be 3-5 nights.

How do we register?

The ONLY way for Canadian groups to register for the 2027 Haarlem Jamborette is directly from this site! Once you get through all this reading you'll see the "Register" buttons at the bottom. Please do the reading though! This event is NOT for everyone!

If you have already registered directly with the Haarlem Jamborette, please note that your registration is NOT valid! All Canadian groups must register with the Canadian contingent (down below). The reason is that there are a LOT more Canadians interested in attending the Haarlem Jamborette than there are spaces available for us. Do not forward payment directly to the Haarlem Jamborette, as it will only be returned if you are not registered with the Canadian Contingent.

Who is eligible to attend?

On the lower end, the Haarlem Jamborette is appropriate for any youth who will be registered as a Scout for the 2027/28 Scouting year. Youth can attend as participants as long as they are 17yrs or younger as of the first day of camp.

Youth that are 18yrs+ at the time of camp can either register for our planned HJ Rover Moot (details coming soon!), attend HJ as a Scouter with their group, or apply to HJ to serve as part of their International Service Team (OOS). Applications for IST will be accepted directly by HJ mid-2026.

What are the requirements for group size?

Group size is a bit complex for this event, and it depends on a number of factors. Given that this is a very small capacity event, with a very high international demand, the HJ team asks the groups take the minimum number of Scouters possible because every Scouter we take means one less youth spot is available. HJ recommends a ratio of no more than 1 Scouter for every 8 youth, with a minimum of 2 Scouters per group. However, due to the international nature of this event, the Canadian contingent will follow a 1:6 ratio.

This ratio will be strictly enforced to ensure fair access for all youth, as our total number of participants—both youth and adults—is capped. Bringing additional adults beyond the established ratio reduces the number of available spots for Canadian youth.

To make things a bit more complicated, we also need to insist that groups have a minimum of three Scouters dedicated for their travel to and from Europe in order to allow for emergencies.

For larger groups, there should be no issue here, as you can take 3 Scouters as long as you have at least 16 youth.

For smaller groups there are a number of ways you can still meet the travel requirement. First of all, Rover Scouters will NOT count against your ratio! So if you have young Scouters, you're good to go regardless! The only restriction with Rover Scouters is that your total number of 18+ registrants cannot exceed a ratio of 1:3 to youth.

Another option for smaller groups would be to partner with another group from your region and coordinate travel together to make sure both groups meet the travel ratio requirement.

Please note that it likely won't be possible for very small groups to meet this requirement. Two Scouters are always the minimum, so that would mean a minimum number of youth per group of 11. The only way to have a smaller group would be if one of your two Scouters was a Rover, in which case you could attend with as few as 6 youth.

Please note though, there is NO LIMIT to the number of Scouters you can bring on the pre-trip! A great option would be to open up your pre-trip to more Scouters, but only have a limited few attend HJ. The other Scouters could head home early, volunteer to support the Rover Moot, or even have their own special Scouter jamboree in conjunction with HJ! If there is enough interest, we'll book accommodations and plan activities for your surplus Scouters! That way they can stay in the Netherlands and still have an amazing time while the youth are at camp! Your group can reunite on the free day and also on open-house day! You could even arrange it so your Scouters take turns, with some on-site, some off-site and then switch part way!

So the bottom line is that the Contingent Team is here to work with you! We want everyone to experience HJ, but we need to make sure we put youth access first and foremost. I'm sure you'll all agree!

Scouters' Role at HJ

To help maintain a high-quality program for everyone, the HJ team will be seeking daily volunteers to assist with activities. All Scouters attending HJ are expected to step in and help as needed. Since there will be many Scouters present at various activities, you do not need to worry about maintaining ratios or the two-Scouter rule during these events—coverage will be provided.

Additionally, each group will be scheduled to assist with essential subcamp chores, such as cleaning washrooms. Contributing to these tasks is an important part of ensuring the overall success of the Jamborette.


Fostering Friendships is THE Point!

Scouters are required to actively engage with the contingent through the 24 months leading up to the Haarlem Jamborette. We will have communications platforms set-up to allow everyone to get to know each other better and start making real connections. There will be regular meetings through Zoom as well. While there is no minimum attendance requirement, groups are expected to participate as much as possible.

All groups are expected to attend a pre-Jam camp during the summer of 2026. Locations will be confirmed once registration is finalized. If your group faces difficulties attending due to distance or financial challenges, please reach out to the contingent team for guidance and support.

Similar to HJ, groups will be expected to help facilitate programming at the pre-jam camps.  The goal of these camps is to help prepare groups for the HJ experience, and most importantly, to build friendships!


Youth-Led Experience

True to the Scouting spirit, youth should lead their experience at HJ. This includes choosing activities, setting expectations, and making the most of their time. For example, on hike day, youth will be offered several activity options, and they should be empowered to select what interests them most. If additional Scouter support is needed to facilitate this, the Contingent Team is happy to assist by either providing extra Scouters or linking your youth with other groups.

At camp, there will be plenty of downtime, and youth are encouraged to visit the Mokkie (the camp’s designated hangout area) or connect with other groups. They should feel comfortable traveling independently in small groups, both during free time and to and from activities. Our goal is to ensure they have the full HJ experience and the opportunity to build meaningful friendships with their peers.

For those attending HJ for the first time, the campsite is approximately 500 meters by 500 meters and is highly secure. It is surrounded by a canal, with bridges that are barricaded to keep participants safely inside. All entry points are monitored 24/7, ensuring a safe and controlled environment for everyone.

Optimism in the Face of Challenges

There will inevitably be challenges—be it adjusting to a new experience, managing weather, or working with unfamiliar equipment. As Scouters, we set the tone for how these challenges are perceived by the youth. It’s vital that we remain positive, guide the youth through difficult moments, and make sure the experience remains a valuable one for all. If you ever need support, the Contingent Team is here to assist.

Iwan's Dream Fund

We want to do whatever it takes to help as many youth as possible experience the magic of the Haarlem Jamborette, so we have established an SCHJ No One Left Behind fund to help youth who need financial assistance. We have dedicated our fund in the memory of Scouter Iwan, from 1st Mt. Brydges in Ontario. Scouter Iwan's dream was to bring his group home to HJ, and unfortunately his life was tragically cut short, however his dream came true when his group rallied behind his memory and attended in 2023. We want to extend Iwan's dream to more and more youth from across Canada to ensure truly no youth is ever left behind. A small portion of your contingent fees will be directed to Iwan's Dream Fund, as well as the majority of proceeds from our contingent gear sales.

Applications for the fund will open three months before the first per-person payment is due in 2026. Youth can be approved for a partial, or even a full subsidy of fees.

What does the Canadian Contingent fee include?

  • Approximately TWO FULL YEARS of support from the Contingent Team, and near monthly online meetings to develop skills, build confidence, and most importantly, foster friendships!
  • Access to a virtual jamboree environment to help youth and Scouters make connections for reuniting at the Haarlem Jamborette
  • Invitation to a regional Haarlem Jamborette pre-camp in the Summer of 2026! There will be four pre-camps spread across Canada!
  • The Contingent Team takes care of most of your paperwork and manages all payments to Europe. You pay us in Canadian which is a lot easier to manage!
  • Haarlem Jamborette camp fees for 12 days, 11 nights at the best international jamborette anywhere!
  • 9 activity days at the Jamborette, including a minimum of two days of off-site adventures.
  • Amazing food for the duration of camp (Dutch food is AWESOME!)
  • Transportation to and from the Amsterdam airport
  • Invitation to participate in optional contingent pre-trips in Europe, including an option to experience the "Tour of Honour" (visit Vimy Ridge, Juno Beach, Passchendaele, Beaumont-Hamel, and so much more!)
  • Full Canadian Contingent gear kit (one for your regional pre-camp and one for the Haarlem Jamborette!)
  • Access to funding through "Iwan's Dream Fund" for youth who need financial assistance to participate in the Haarlem Jamborette and/or your regional pre-camp!
  • And of course, your group will receive an official SCHJ'27 mascot for you to carry along with you on your pre-HJ adventures!

Will additional contingent gear be available?

The contingent gear included with your registration will be at the best possible price (our cost). Additional gear will be available as well for slightly above cost to registered contingent groups. Orders will also be accepted from non-contingent members, but expect the price to be a bit higher. All gear profits will be used to support the Canadian Contingent (mostly for Iwan's Dream Fund).

Sounds great... but how much?

The contingent fee should be a MAXIMUM of $875 Canadian. The pricing for the 2027 Haarlem Jamborette has not been announced yet, so we are basing our fee on a number of assumptions. We are budgeting very high as we would rather come back to registered groups and say "GREAT NEWS! Camp is cheaper than we thought!!" then have to ask you for more money later.

Our pricing is based on a roughly 15% increase in cost from the final non-discounted amount of the 2023 event. This is based on the extreme volatility of the Canadian dollar, and the unpredictability of US tariffs on the global economy.

For every previous HJ, there was a sizable discount for groups that registered early, but an early discount as not yet been announced. If HJ follows through, we will do the same, and discount groups that register with us before whatever deadline HJ establishes.

We honestly expect this cost to come down before you make your first per-person payment, but we want you to be prepared for the worst.

If it turns out that the fee needs to increase, groups will be given the option to cancel with a FULL REFUND instead of paying the increased price. We appreciate it's hard to pay a deposit with so many uncertainties involved, so we want to do our best to reassure you and provide as much security as we can.

Please keep in mind that 100% of the fees collected will go directly to your camp experience. If we collect a surplus in registration fees, we'll refund the surplus in FULL after camp (just like we did in 2019 and 2023).

What is the payment schedule?

To register for the Haarlem Jamborette, you need to pay a deposit based on the total number of participants you have attending. It works out to ~$75/person which is due on registration.

Your deposit is FULLY refundable up to December 31, 2025. Full group cancellations up to March 25, 2026 will be subject to a $250 fee (per group, not per person), but the remaining deposit will be refunded. Full group cancellations beyond March 25, 2026 will lose their full deposit (adjusting your numbers does not affect your deposit).

$500/person is due May 31, 2026 (50% of this fee is non-refundable).

Final balance is due November 30, 2026 (non-refundable)

Non-Refundable? Seriously?

To be clear, what we mean by "non-refundable" is that we cannot promise a refund after that point. We will always refund as much as we can (so basically, if we get it back from HJ, you'll get it back as well). We wait as long as possible to spend funds on Contingent programs to allow for refunds as late as possible. Obviously though if we have spent the money, there is nothing to refund.

The non-refundable policy is there to manage expectations, not to be punitive, and certainly not as a revenue stream. Just a reminder that all surplus registration fees will be refunded to groups regardless.

How do we pay?

Direct bank transfer is preferred, but we can also accept e-transfer, group cheques or even credit card (4.5% service fee applies for credit card payments). We have a registered account in the name of "Scouts Canada - Haarlem Jamborette", and follow all Scouts Canada financial policies. Payment options and instructions will be attached to your invoice which you will receive after registering.

We Understand that HJ is NOT Right for Everyone

The Haarlem Jamborette is an incredible experience, but it may not be the right fit for everyone. Here are a few key things to consider when deciding if this event is right for you:

  • If you are looking for a great event to bring a lot of Scouters to, or have Scouting families travel together, this is not your camp - we will be aiming for a 1:6 youth to Scouter ratio. Families, however, are welcome during the open house day.

  • If your Scouters hope to attend as participants or follow youth around to supervise them during activities, this is not the camp for you. Youth take part in on-site programming independently, while Scouters help run activities and support the broader camp experience.

  • If you prefer to keep your group together at all times rather than allowing youth to branch out and mix with others, this is not the camp for you. The spirit of HJ is about making new friends and embracing a global Scouting community.

  • If you are not interested in connecting with other Canadian groups during the 2yrs leading up to the trip, and not interested in getting together with other Canadian groups before HJ, this is not your camp - forming friendships is what HJ is all about.

  • If you are the kind of Scouter that puts the interests of your own group first, this is not the camp for you. At HJ, we support each other, working together as one large Troop, regardless of province or country.

  • The Haarlem Jamborette and the Canadian Contingent are dedicated to fostering a safe, inclusive, and welcoming environment for all youth and volunteers, regardless of race, gender identity, sexual orientation, religion, or political beliefs. If diversity and inclusion make you uncomfortable, then this is not the camp for you.

There is a reason the Haarlem Jamborette has a returning rate of over 75%, and those numbers also reflect the Canadian Contingent. This is a truly special camp, and those that attend form lasting friendships that span the globe. If you attend, the Haarlem Jamborette will change you and your youth forever, but you will need to accept the unique requirements of the event. The Haarlem Jamborette is very careful to keep the size of the camp small while maximizing the international experience. In order to accomplish this, the team at the Haarlem Jamborette is forced to cap the size of any one country's contingent.

So how do we determine which Canadian groups get to attend? Well first of all, no preference will be given to groups who directly register with the Haarlem Jamborette - the Canadian Contingent is managing Scouts Canada's participation in the event, so registering on our system (this website that you are on) is what's important.

The Registration Priority will be as follows:

  • Returning groups who register by May 31, 2025 and pay their deposit by June 30, 2025
  • Groups that joined our waiting list before May 1, 2025, register by May 31, 2025 and pay their deposit by June 30, 2025
  • All other groups prioritized based on the date their deposit is received
